JC Penny has a *very* similar one, I think it's by mixit, I didn't dig mine out to compare though. of course, it's not online but I got it in store a few months ago.
This one from Fantasy Jewellery Box looks really close http://www.fantasyjewelrybox.com/n9176.html I'm pretty sure the colours don't match exactly but the overall effect is very similar and I think it would make a great alternative and it's available!!
I'm pretty sure it's this this Forever 21 one. In the shot the enamel seems brighter and less sparkly, but the placement of the flowers and colors is exactly the same!
The necklace is definitely different than the Dream On one... It does look like the Forever 21 one, and since they have been known to get Emma wardrobe pieces there, I'd say it's probably that!

Could it be the metal 10 flower bib necklace from Express that's no longer available? It was the first to pop up after my google search.

That looks exactly like the one I have from Forever21. I bought it over the summer, so they probably don't have it anymore.
